The firm holds a licence for seven vehicles and 12 trailers. West Midland Licensing Authority John Mervyn Pugh said that between May and September 1990 two immediate prohibition notices, one delayed prohibition and five defect notices had been imposed on the firm's trucks.

Desmond Voisey, a partner, said that the fitter the company had employed had apparently not been doing his job. Knipes had relied on him to do too much and had come unstuck. Since January Voisey had been personally undertaking the inspections; repair work had been contracted out and there had been no further trouble.

In reply to the LA Voisey said that all the company's vehicles and trailers had been through the test station in the past five weeks.

Directing that any renewal application must be heard at a public inquiry, Pugh said that he would want detailed evidence of the planned maintenance system at that public inquiry. He warned that if the firm collected any further prohibition notices constituting a danger to the public, it would probably lose its licence.
