Which of the following most accurately describes the problem?

ALMOST ONE-THIRD of the £2.6m deficit accumulated by Edinburgh Corporation Transport is to be transferred to the Lothian Regional Council, it has been announced by the Secretary of State for Scotland, Mr William Ross.

The transfer is a partial success for Edinburgh District Council, which appealed against Mr Ross's original ruling that the entire deficit would go to it after reorganisation, although the assets, including the city fleet of buses, would be managed by the Regional Council.

Dr Cecil Stout, Edinburgh city chamberlain, said Mr Ross had decided that £1,895,000 of the debt would be left with the district, while that incurred in the last year, probably about £750,000, would be the responsibility of the region.
