Which of the following most accurately describes the problem?

I was extremely perturbed to read Lord Stokes' statement in the Press that his group was to release to the market a new or modified car every six months.

Words fail to express my feelings, as I contend he should have said he was to provide service and parts for the vehicles his group does produce. This leading statement is alarming.

As a frustrated commercial fleet owner, my drivers are expected to drive vehicles without windscreen wipers and my fitters now have to scour the whole country for spares, without much success, all this for vehicles costing thousands under one year old.

The Government has blitzed our industry for poor maintenance; perhaps they could legislate against manufacturers placing on the market new vehicles without adequate spare parts and service backing.

This letter is not from a small disgruntled operator, but a considerable sized concern, trying to provide a service to industry and to comply with the new standards. If we are to hold "operator's licences" why not the manu facturers holding "certificates to manufacture" based on guarantees as to the roadworthiness of the product, financial backing and resources for spare parts and service. If we are all to play our part, let's be quite fair about it.
