I was interested to learn from George Wardle, who is public relations officer for IoTA's London centre when he is not immersed in his docks haulage business, that the introduction of phase II of the Port of London reorganization may give hauliers new opportunities but plenty of problems. If phase II is introduced in June as planned, the dock labour will be on a two-shift system—from 7 a.m. to 2 p.m. and 2 p.m. to 9 p.m. What does the haulier work? He can't have drivers on from 7 a.m. to 9 p.m., yet it would be wasteful to double-shift to match the two seven-hour dock shifts—unless perhaps there was plenty of collection and delivery to fill out two shifts longer than seven hours each. Considering how disliked the split-shift has been in the bus industry, I can't see that as a haulage solution.
