Which of the following most accurately describes the problem?

I hear that when Marshall of Cambridge received an order from the London Transport Board for 50 single-deck bus bodies to be mounted on AEC Merlin rear-engined chassis, the company did its utmost to persuade the Board to up-date the design of the single-deckers from that employed on the fleet currently being placed into operation.

Unfortunately, however, Marshall was unsuccessful. For reasons which cannot be understood by anybody outside the LTB, the Board prefers the existing design—complete with 1932 vintage rear appearance and all:
