Which of the following most accurately describes the problem?

Another anniversary: the Institute of Traffic Administration is celebrating its silver jubilee this year. And celebrating with some excellent membership figures. MoT Parliamentary Secretary Bob Brown, chief guest at the IoTA conference banquet on Saturday remarked that the growth rate was now 25 per cent a year.

And at the dinner the relatively new, small Devon and Cornwall centre received the Frank White Trophy (this was its first presentation) for the highest membership increase in a year.

Mr. Granville Russell, who received the trophy from donor Frank White, told me later that Devon and Cornwall centre's winning figure was a 53 per cent membership increase. Mr. Russell, who is in haulage and removals, assured Frank White that the West Country would retain the trophy next year, too. The other centres may have something to say about that.
