Liardet, revealing plans to change "institute" into "institution", said he had confessed to a senior lady politician ("but not the red-headed one") that he wasn't sure of the difference. She came smartly back: "That's easy; an institute has members, an institution has inmates!"

Opening the conference, Birmingham's Lord Mayor, Charles Simpson, raised a welltimed chuckle. "The place of the road transport engineer is an essential one", he proclaimed, then added in a rueful tone: "I say this as• an insurance broker and assessor." And nobody disagreed when he remarked that Birmingham's one-way street system was cleverly designed to keep visitors in the city once they'd managed to get there.
