Which of the following most accurately describes the problem?

Dear old Britain gets sneered at so often for its shortcomings that it's nice to be able to report on an activity where we seem to be leading the field: transport training. A group of senior international delegates to this week's UITP congress in London paid a visit to the RTITB's Motec establishment at High Ercall in Shropshire last Friday. And from all accounts they were vastly impressed.

General manager Frank Onnerod told me on Friday evening, at the IRTE reception in Birmingham, that he thought some of the visitors would be going home with recommendations for something similar to be started.
