Which of the following most accurately describes the problem?

• John Glyn Jones, of Bodhygest. Podmadoc, was refused a new excursion and tours licence by the North Western Traffic Commissioners in Wrexham last week. He wished to operate five day-tours from Marfa Bychan, picking up holidaymakers from five points at caravan sites or hotels in the district.

He had been doing tours by taxi and now sought to introduce a 12-seat minibus to visit cheese factories, woollen mills, "mediaeval banquets" and the Trawsfyndd Nuclear Power Station, he told the Commissioners.

Objecting on behalf of Crosville Motor Services Ltd„ Mr. D. 0. Diamond pointed out that no p.s.v. licence was held by Mr. Jones at present and yet hand bills advertising these tours had already been distributed. Red Garages, who ran tours from Llandudno and who were licensed from Portrnadoc as well, had not operated from the latter point for a number of years because of the lack of traffic, he said. Any holidaymakers who wished to see the district would be extracted from Crosville tours, and because there was no customer evidence, Mr. Diamond submitted there was no case to answer.

Mr. C. R. Hodgson. chairman of the Commissioners, told Mr. Jones: "You have published these bills quite illegally and we think you might extract a lot of traffic from Crosville. The application is refused."
