• The Ombudsman, Sir Edmund Compton, has criticized in a report published last week, the MoT's handling of the case of the motorway service centre at Southwaite (Cumb).

The Minister had overruled a recommendation by one of his inspectors that a site at Road Ends would be preferable to that at Southwaite. Sir Edmund considers that the Ministry was convinced at the outset that Southwaite was the preferred site. .

He does not however, consider the defects of procedure, were such as to entitle him to question the final decision, or suggest a review of it.
