Which of the following most accurately describes the problem?

• National Carriers Ltd. has concluded a new agreement with the NUR, the TSSA and the Confederation of Shipbuilding and Engineering Unions for a new negotiating machinery, to come into effect in a few months' time.

A document setting out the agreements is about to be published, but the general guidelines are given in the first issue of the company's lively new house journal, NCL News Magazine. Local committees will replace LDCs, where there are 35 or more local staff in appropriate grades. Separate bodies will be formed at local level for salaried staff; operating and other wages grades; and engineering, maintenance and repair grades.

The operating and engineering groups will have area councils, but all salaried staff matters will be dealt with by a company council, with representation on a geographical basis.
