Which of the following most accurately describes the problem?

T'IlE following statement was issued by the British Transport Commission to all its staff immediately after the Government's White Paper on transport was published:— " Members of the staff of British Transport, in whatever part of the organization and in ,whatever capacity they may be employed, may be wondering how they will be affected by the proposals which the Government have just announced.

"The proposals outlined in the White Paper on Transport represent the policy of the Government and will no doubt in due course be embodied in a Bill to be introduced in Parliament. These are, of course, matters entirely for the Government, and the Government have stated that their policy has been worked out without consultation with the Commission.

"The Commission assure the staff employed in the whole of their undertaking that they feel a responsibility for their interests and that they will, among other important points, bear fully in mind the possible effect of the proposals upon the staff in any comments they submit. .

"The Commission call upon all members of their staff, and particularly those employed by the Road 'Haulage Executive, to remain steadily at their posts and to carry on their jobs with undiminished zeal and efficiency, recognizing that it is imperative that during this difficult period we should all do our utmost to ensure that public transport meets all the demands made upon it.
