• Though satisfied that Percliff Plant Hire had neglected the maintenance of -ts vehicles, North Western Deputy Licensing Authority Kenneth Birchall has decided to take no action against the company's licence.

At a Manchester public inquiry on 1 March, vehicle examiner Alban Jackson said that he had inspected seven vehicles and a trailer at 48 hours' notice. Work had obviously been carried out on the vehicles in that time, but he had still found it necessary to issue two immediate prohibitions and three defect notices.

The defects ought to have been picked up and he had seen a driver change a wheel without checking that the wheelnuts had been properly tightened. The facilities and staff were adequate, however, and he felt the problem was due to negligence and a lack of supervision, with insufficient importance being attached to vehicle maintenance.

Jackson had agreed that wheelnuts were the bulk of the problem, and Birchall commented that there had been a lot of media coverage about wheel loss being caused by faulty wheels.

Company secretary Michael Holden said there had been problems with the compressors but the company would buy a new one if necessary. The vehicles sustained substantial damage, being involved in demolition and excavation work. The fleet was being updated, with the vehicles that had received heavy wear and tear being replaced.

Director Brian lngleby said the maintenance system was being reviewed and the introduction of a daily driver defect reporting system was being discussed. Taking no action, as the licence expires in July 1990, Birchall said that though maintenance had been neglected, the company knew where it had been going wrong. He warned that serious action would be taken if there were problems in the future.
