Which of the following most accurately describes the problem?

SPEEDOMETERS and wiring for motor 6-) vehicles were among the commodities whose supply position was suggested for reference to the Monopolies Commission during 1961. This is stated in the Board of Trades annual report on the working of the Monopolies and Restrictive Practices Acts. The report stresses that the fact that goods are mentioned in this context does not mean that monopolies or restrictive practices, as defined by the Acts, necessarily prevail—or that, if they do, they are against the public interest. The Board of Trade is not necessarily required to act on any request. The report also states that at the end of last year, the Commission had three references before it, including the solus sites system of retail petrol sales in the U.K., and the supply of electrical equipment for mechanically propelled land vehicles.
