Stuart Laight – Aspray 24 MD: “A LRUC could level the playing field for UK operators to some degree. The issue of application of duty remains, and Aspray 24 would urge the decoupling of commercial user duty and that of the private motorist. Merely charging and then rebating UK operators would surely be a massive administrative burden.” Andy Boyle – MD at ABE (Ledbury): “I don’t think the proposals are too bad. The new plans hopefully will be able to be administered on existing computer systems. We’ve been told in the past that such a scheme is too hard to put in place, because of the EU rules on minimum vehicle excise duty rates and maximum charges for tolls. This is a start that has established a bridgehead we can build on.” Stephen Dunn – director of Ainsworth & Martin: “It’s a good move. It will make the situation fairer and stop foreign hauliers coming into the UK with an advantage, due to the lower fuel prices they pay on the continent. It’s something we need.”
