Which of the following most accurately describes the problem?

• Seven Newcastle bus companies have unveiled a voluntary code of practice, aimed at cutting congestion in the city centre. Rival firms Busways, Go-Ahead Northern, Northumbria, Low Fell Coaches, Tyne and Wear Omnibus Company, United Automobile Services and H W Hunter and Sons, have all signed the new operators code entitled "Keep Newcastle Moving", in a bid to end the log jams, caused by de-regulation two years ago.
