rr HE existing regulations governing the hiring -Iof public-service vehicles make it impracticable for quick adjustments to be made respecting the number of vehicles required for any particular excursion, as well as causing serious inconvenience and traffic congestion in the event of a vehicle suffering mechanical breakdown on the road.

With a change to fine weather at mid-day, it Is too late for an operator, even should he possess sufficient road-service licences, to hire extra vehicles for an unexpectedly popular afternoon trip ; if he has, to be on the safe side, hired extra vehicles in advance and one or two of them prove superfluous, no matter how urgently the owning company may desire to have them back for other duty, re-transfer of the licences cannot be applied for at such short notice. Again, should a vehicle break down 50 miles from home, the operator must either apply . to the Traffic Commissioners for a licence to hire a vehicle locally, or wait while a relief vehicle makes the 50-mile journey from his own garage.

If hiring, by the holders of public service vehicle licences, were permitted to the limit of the road service licences held, Section 22a (Licences and Certificates Regulations) being amended accordingly, the position would be cleared.
