Which of the following most accurately describes the problem?

• The signing of the agreement between General Motors and union officials at the Bedford van plant in Luton has been delayed.

The union claims that the company has altered details in the proposals which were accepted by the workforce last week, and that the company allowed some workers to take part in the vote who were not eligible to vote.

Despite the union's criticisms, GM is confident the final agreement will be signed by the end of the week: "As far as we are concerned the ballot was organised by the unions," says a GM spokesman.

Negotiations between GM and Isuzu are now being stepped up in the hope of establishing a new joint venture company at the van plant in September or October.

GM says that Bedford is likely to be retained as a brand name on future vehicles produced at the plant.
