Container Problem

I T is understood that an arrangement was come to last week regarding Clause 7 of the Finance Bill .which relates to the inclusion of receptacles or containers in unladen weight.* In the Committee stage, those members who, objected to the proposals in the Bill were informed that the Government would consider representations before the report stage; this stage was put down for Wednesday of this week. Owing to press arrangements it is not possible to announce the definite agreement of the House of Commons in this issue, but we give the changes in the clause which those responsible were informed would be agreeable to the Government.

The following is the new form it was intended that Clause 7 should take:— " For the purpose of paragraph 5 of the second schedule of the Finance Actj 1920, the unladen weight of a goods vehicle shall be taken to include the weight of any receptacle, being an additional body, placed on the vehicle for the purpose of the carriage of goods or burden of any description, if any goods or burden are loaded into, carried in and unloaded from the receptacle without the receptacle being removed from the vehicle; provided that the weight of a receptacle shall not be included in the unladen weight of a goods vehicle-by virtue of this section ; " (a) unless the receptacle is placed on the vehicle by or on behalf of the person in whose name the vehicle is registered under the Roads Acts, or " (b) if the receptacle is constructed or adapted for the purpose of being lifted on or off the vehicle with goods or burden contained therein."

Another sub-section affecting the transport of animals was, it is understood, tentatively approved by the Government in these terms:— " Provided that when a goods vehicle is not used regularly for the conveyance of animals the detachable rack, falling loading door, tailboard, or ramp, or other parts required for the use of a vehicle temporarily in compliance with Article 4 of the Transit of Animals (Amendment) Order, 1931, shall not be taken to be included in the unladen weight of such vehicle."

HAULAGE CONCERNS PROMINENT IN COMPANY REGISTRATIONS.

;In the first six months of 1937, 227 public companies and 0,553 private companies were registered, according to figures prepared by Jordan and Sons, Ltd., Chancery Lane, London, W.C.2. The capital value of the former was £27,968,500 and of the latter £42072,839.

Tinder the heading of motors,", three public and 343 private Companies were formed, the Capital of the-former being £66,000 and of the' latter 4832,753. There Were five public and 200 private companies of carrier, •

registered, their Capital being 41,001,500 and 4703,005 respectively, During the six months, the number of public companies registered, increased by 23; as Cempared with 1936, but there was a reduction Of 289 in the number of .priVale companies registered.

The Price of Ignorance.

A Stamford haulier who told Mr:. 3. H. Stirk, East Midland Licensing Authority, at Leicester, CM Monday,

that, through ignorance, he surrendered two vehicles in order to secure one of a larger capacity, was advised to join an association. " You see the trouble you get into through ,not being a member of one," remarked Mr. Stirk,

S.A.R. Buys More Leylands.

The South African Railways have kitely placed an order with Leyland Motors, Ltd., for 20 Hippos and three Tigers, the specification of the former being similar to that of the 56 machines

supplied last year to the S.A.R. Ti will be recalled that these vehicles were equipped with larger-capacity petrol engines than those normally usedin this country; at 2,200 rp.m., each unit develops 145 b.h.p. Each vehicle is capable of carrying, under arduous overseas conditions, over 11 tons, as well as hauling a trailer.

The new Hippos will be fitted with 88-gallon dual petrol tanks, four-gallon Autovacs, tropical radiators and W.D.type spring drawbars. The wheelbase of the Tiger chassis selected is 19 ft. 6 ins. and its overall length 29 ft. 5i ins.

Worst County in the Area.

After dealing with the renewals of a number of licences held by hauliers against whom were convictions for permitting drivers to drive for excessive hours, for speeding and for other offences, Mr. J. H. Stirk, East Midland Licensing Authority, said, at Lincoln, last Friday, that something would have to be done about the matter in Lincolnshire.

Hauliers, he said, were Routing regulations right and left. For this kind of -thing, Lincolnshire was the worst county in the whole of his area.

Mr. Stirk said that he had had a-secret check taken in Lincolnshire, last

month, and several operators whom he had previously, warned had been caught in the net and would hear about it before long.
