Which of the following most accurately describes the problem?

GREATER London Council has given London Transport two kmonths to take action on the auditors' reports on overmanning and inefficiency in its organisation.

Following the publication of the Deloitte, Haskins and Sells report in response to part-time LT board member Leslie Chapman's allegations of "disgraceful waste" (CM, February 9), GLC's policy and resources committee last week issued the two month deadline.

The auditors' report confirmed that all is not well at LT, but it took a less severe line than Chapman, and suggested that Chapman could have been more objective.
