Which of the following most accurately describes the problem?

PLANS to ban organised group visits to Windsor Castle on Sunday afternoons have been dropped, following protests by the London Tourist Coach Operators Association, an organistion representing travel agents, incoming tour groups and guides.

The Lord Chamberlain's office had planned to ban organised group and disabled persons' visits to the State Apartments on Sunday afternoons in order to relieve congestion.

The plans have now been postponed for a year as operators have already booked programmes of visits for the following tourist season. The visit to Windsor Castle is an integral part of the itinerary.
