Which of the following most accurately describes the problem?

CLVVYD County Council is prepared to launch special minibus services to and from Hawarden Airport if improved air services to and from Cardiff are started.

The council says it will seek tenders from suitable operators if Air Wales introduces additional aircraft on the Cardiff route.

The buses would run to Flint (where they would connect with Bangor and Holyhead trains) and Chester (for north-west England trains). £3,000 has been set aside for the bus services, around 10 per cent of the support needed by Air Wales. This development comes only months after the failure of a South Wales Transport air-link service between Cardiff airport and Ammanford.

That twice-daily service cost the Welsh Office a £5,000 subsidy, but attracted average loads of only two or three passengers.
