From Mrs Shiers' letter (CM, November 18) she is clearly suffering a great trauma over her uncertain future in the haulage business.

It would appear, as she says, to be a ludicrous situation. We are, however, beset on all sides by legislation churned out endlessly by our law makers: the Employment Protection Act; Swansea licensing (does it save money, or is it more efficient?); the Consumer Credit Act of 1974 — still not fully operational and presumably to catch or control a minority of recalcitrants; the Health and Safety At Work Act — I noticed a book for sale at £15 to assist in interpreting this one; the VAT system, where the television trade has to charge at 12 1/2 per cent and labour in the motor trade is at eight per cent.

However, back to Mrs Shiers. I would entreat her to study the examination points as they affect her business. The examinations will be designed to be within the grasp of candidates whose education corresponds to the level normally reached at school-leaving age.

Questions will be multiple-choice, that is candidates will be required to tick the right answer from a choice given to them. Mrs Shiers might well surprise herself.

For interest, here is a summary of a recent Motec Report on examinations with the multiple choice method. Examination components taken: 318; results — distinction: 88; credit: 211; pass: 18; referral: 1; fail: 0.
