Mr. Pannell was speaking at a presentation at Hendon of bonuses earned by 23 drivers in his company— A. Pannell and Sons Ltd.—who during the past 12 months have not been involved in blameworthy accidents.

"Our companies have always endeavoured to operate within the bounds of the law, and we are proud to have our name on the side of our lorries, as are all genuine haulage contractors", said Mr. Pannell. "Our reputation is too often damaged by the pirate who takes on a job at prices far below any economical level and who can only hope to get out of financial difficulties by fly-tipping and other unlawful practices, knowing that without his name on the lorry and very often with false number plates he cannot be traced.

"Hauliers would be more than pleased to co-operate with the authorities in a campaign aimed at finding the culprits and punishing them adequately. One suggestion that I should like to put forward is that the police should have power

to detain vehicles which are caught breaking du law or fly-tipping, until the authorities have hac an opportunity of checking that there is a valid licence." • Turning to road safety, Mr. Pannell said: "In our opinion every road transport operator has a duty to the community to maintain the highest possible standards of road safety_ In our company this task is carried out with the more than willing co-operation of a highly efficient body of drivers and we think it is only right that some recognition should be given to their efforts.

"Since our bonus scheme was introduced a year ago the number of accidents has beer reduced by 124 per cent. This is quite an achievement considering that the number of vehicles on the road is increasing at an alarming rate."

In addition to its headquarters in Golder; Green, A. Pannell Ltd., which has been ir business since 1900, has depots at Vauxhall an Elstree. Most of the 160 vehicles are tippen carrying a variety of traffic including buildin materials, bulk refuse and factory refuse. The company also operates tankers and long-distancr trunking vehicles. Other activities incluck warehousing.
