Which of the following most accurately describes the problem?

THERE should be at least one C1 licence representative on the traffic committee proposed for London's Covent Garden in The Covent Garden Market Bill, which was given its second reading in the House of Commons last week.

This is the gist of representations made to the Minister of Transport by the Traders Road Transport Association. Section 34(1) of the Bill refers to the constitution of the committee; it allows for a committee of 9-12 members. Two of these members would be nominated by the Minister and the other seven respectively by the Minister, the Secretary of State, London County Council. Westminster City Council, Holborn Borough Council, the British Transport Commission and the Trade Union Congress.

At least one of the Minister's nominees should be a C-licence operator, says the T.R.T.A. Alternatively, the Minister should increase the membership of the committee to include a C-licensee.
