Which of the following most accurately describes the problem?

• Transport costs in industry could be reduced by more than £200m a year by 1980 if the Government carries out an extended programme of motorway building, says a report published last week by the British Road Federation. It shows that adding 1,300 miles of motorway to the 1,000 miles planned for the early 1970s would reduce journey times by an average of nearly 18 per cent.

The report, Motorways and Industry, follows a three-year study at the University of Newcastle upon Tyne, in which thousands of journeys by goods vehicles to and from the West Midland conurbation were analysed.
