Which of the following most accurately describes the problem?

I SPENT THE weekend steam cleaning and preparing one of my three vehicles for its annual vehicle test. It's now spotlessly clean, the tacho is checked, and the loaded trailer is hitched up with its fifth wheel adjusted. I am confident I can test my truck then go on to Cheltenham to tip the load in the same day.

The end result was failure. The steering, brakes, lights and mirrors were all OK. Even the headlamp adjustment was OK, but...

The red cap seal in the analogue tacho head, which the tester has to remove to test the limiter, is not there. He cannot test the limiter and fit the VOSA seal because there isn't one already there to remove.

My driver has to bring the truck back to the yard. I contact the tacho centre and have a seal fitted. The truck goes back to the test centre so the tester can remove it and check the limiter. Then he can tit another seal, but only after I have shelled out £12 to VOSA for the privilege, as well as paying my driver three hours' labour, my fuel company for the diesel and re-booked the load to be tipped the next day.

So when I hear the words "helping the operator" from VOSA, I would like to say 'thank you VOSA for all your help!'
