Which of the following most accurately describes the problem?

Almost the first action of James Callaghan as Prime Minister was to produce yet another environmental supremo, and the threat of another Minister of Transport Industries cannot be ignored. If transport is as important in the minds of the Government as it should be, why should there be this constant procession of Cabinet Ministers parading through Marsham Street ?

Successive PMs argue that their Cabinet colleagues should have a broad-based experience. For what? To be jacks of all trades and masters of none, presumably.

It seems strangely illogical that Tony Crosland should be replaced one week, and the Green Paper on Transport should come out under his signature the following week. But, presumably, Peter Shore, the new Secretary, knows as much, or as little, about transport and environment matters as his predecessor.
