Which of the following most accurately describes the problem?

• Representatives of the National Guild of Transport Managers are to meet the Minister for Transport Industries, Mr John Peyton, to discuss the Guild's transport manager registration scheme.

Mr Peyton has agreed to the meeting following receipt of a reply from the Guild to his request that it should supply evidence that present powers were inadequate properly to enforce the requirements of the Transport Act 1968.

In its reply, the Guild emphasized that it was "unscrupulous operators making use a vulnerable transport manager" who created the present difficulties and created the threats to road safety, and which the type of legislation the Guild proposed would remove.

The meeting will take place on Wednesday, April 28, and the Guild delegation will consist of Graham S. Simmons (president), 'Geordie' Elvin (vice-president and chairman of the TMR Committee), Ray Beardsley (NEC chairman) and the general secretary, Frank P. Coult.
