Which of the following most accurately describes the problem?

HAVING clobbered lorry manufacturers and operators over noise for years, the European Parliament has turned its attention to motorcycles. It wants them to be included in the European Commission's draft legislation for new permissible noise levels for motor vehicles.

Perhaps in my lifetime something will be done about those screaming Japanese twostrokes that hover needlessly on the threshold of pain while public approbrium is heaped on less offensive lorries that are keeping the nation fed, clothed and housed.

It is encouraging to know also that the EEC regards aircraft noise seriously. Italy, the home of cacophony, has been taken to the European Court of Justice for failing to implement a Community directive on aircraft noise. It seems, however, that quieter helicopters are still a long way off.
