Which of the following most accurately describes the problem?

TRANSPORT Minister William Rodgers had what was described as "a useful and friendly contact" with French transport minister Joel Le Theul in Paris on Wednesday.

The two ministers discussed issues including driver's hours, the possible resurrection of the Channel Tunnel and railway links.

It is known that the Germans are likely to press for a resumption of work on the Chunnel plan, which was abandoned some time ago.

In London, Department of Transport spokesmen said that the meeting had been fairly informal and Mr Rodgers looked on it as an opportunity for contact with his opposite number outside the EEC transport council.

But in some circles it is thought that Mr Rodgers will be looking for allies in the council to prepare for what could be a stormy meeting in Brussels in November.

It is now 12 months since the transport minister of the Nine met for serious discussions on EEC issues — a meeting in Luxembourg was regarded as not very useful
