Which of the following most accurately describes the problem?

• The transport Managers Licence Committee has been reconstituted as the Education Co-ordinating Committee (for Road Freight and Industrial Transport Management). A new committee consists of one only of representatives of the previous constituent organizations. Mr George Wilmot (1RTE) is the new chairman, while Mr Frank Bishop (CIT, and former education officer of the ITA), becomes hon secretary. Committee members are Messrs A. Beckenham (Cif), L. Harper (RHA), A. Kevan (FTA), M. Lees (RTITB) and F. Pywell (IOTA).

Four grades of transport managers' licence are now being worked out. Placement in each grade will depend not only on academic or professional qualifications but also on the degree of responsibility and experience in the management or supervisory post.
