Which of the following most accurately describes the problem?

• "A year of considerable progress" summarizes the Road Transport Industry Training Board's Annual Report (HMSO El) for the year ended March 31 1972 which was published last week.

A continued increase in the number of people undergoing training in the industry is a leading feature of the report, which records significant advances in management training. Almost a quarter of all managerial staff in the industry attended off-the-job courses — an increase of 31 per cent over the previous year; 85 per cent more professional, commercial and sales staff were trained.

The deficit of £4,874,000 recorded in the previous year's accounts was reduced to £124,000 at the end of the financial year. The new arrangement for netting training grants against levy, instituted in 1971, is being continued in 1972-73.
