Which of the following most accurately describes the problem?

• The price of a vehicle test following a prohibition notice for random defects could be halved from April 1993. A Department of Transport review group set up to give hauliers a fairer enforcement deal says that the £32.40 vehicle test fee should be halved when a vehicle examiner decides it is not necessary to carry out a full inspection.

Under the present system trucks issued with prohibitions for random defects generally have to go through a full inspection. Only under exceptional circumstances are partial tests free, says the VI.

Another proposal being considered by the panel, which met for the first time last month, is to issue windscreen stickers for trucks which have been stopped and cleared on spot checks to avoid the same trucks being checked several times within a short period.

The group plans to publish its results at the end of November.
