Which of the following most accurately describes the problem?

Fairoak Transport Ltd

El If the company took on inexperienced drivers it was putting its licence at risk, commented South Wales LA Ronald Jackson when Fairoak Transport Ltd appeared before him during disciplinary proceedings.

Two overloading convictions on a 7.5-tonner led to a very strong warning from the LA, who said the hearing did not "wipe the slate clean" as the convictions remain on the company's record.

Managing director Terry Mascall said that with the 7.5-tormer the firm could employ non-HGV drivers, but that had not proved satisfactory and it was now employing drivers with HGV driving licences to drive it. Mascall said that a gross overload conviction at Newport arose when a load, transhipped from a Tautliner, had no weight limits on the pallets, He had thought that the load would be well within the weight limits. The company's drivers had been instructed not to overload, to go to a weighbridge if in any doubt, and that driver, on trial, had since left as he was not up the job.

An Avon North offence involved another inexperienced driver, who loaded everything to the front for safety with the result that the front axle was overweight, he said. That driver was also not up to the mark.
