Which of the following most accurately describes the problem?

• The driver who single-handedly brought London's traffic to a standstill before Christmas by driving into the overhead gantry at the Blackwall Tunnel admitted careless driving when he appeared at Thames Magistrates Court.

The unfortunate driver, labelled a "total prat" by the AA, was named in court last week as Robert Thomson, 35, of Hoo, Kent. Police had previously refused to name him because they feared for his personal safety.

The crash closed the tunnel for more than 10 hours and resulted in the worst traffic jam London had seen for years. Thomson was photographed for an investigative documentary on The London Programme, which examined gridlock in the capital. His case was adjourned until 29 May.
