ACCORDING to my dictionary a model is "a representation of an object made to scale ", but when it comes to Model (with a capital M) dustbins, this gives the word a different connotation, namely Mechanically Operated Dust and litter-free Enclosed Loading. An initial 4,000 such bins are being purchased by the City of London. In addition to the bins the City is acquiring 10 of the newest Dennis Paxit IIIA continuous loading compression refuse collectors in conjunction with which the plastic bins will operate. They are considerably lighter• to handle and, used with the appropriate power-operated shutters, extremely high figures of work output have been achieved at Fulham, where the local authority has an order of 11,000 Dennis plastic bins in progress.

The next president, Mr. F. St. L. McCarthy, who will be installed at the Margate Conference in June, is director of public cleansing at St. Marylebone. Here he was responsible for the council pioneering a dustless refuse collection system incorporating silencing devices on the bins. Furthermore he originated the idea and produced the prototype of the St. Marylebone Model bin, which has been .the subject of continued development by the Dennis organization.
