Which of the following most accurately describes the problem?

• An appeal by Short Brothers (Trans port) Ltd. (as reported in CM, March 1) has been dismissed by the Transport Tribunal in a written judgment. The appeal was made following the refusal of the South Wales Licensing Authority to transfer the appellant's C-licensed low-loader on to its B licence.

The reason for wanting to do this was so that Short Brothers could carry return loads on the vehicle in question. The Tribunal felt, though, that "the interests of the public generally would be better served by wholly refusing this application than be granting it even in part".

They also felt that the appellant's undertaking that they would not, in the event of the appeal being allowed, apply before October 1968 for any additional low loader vehicle on C licence did not afford any worthwhile protection to the respondents.
