Which of the following most accurately describes the problem?

THE attitude adopted by some of the Traffic Commissioners is not always happy or conducive to good feeling amongst operators. A particular instance occurred in connection with licences granted for services to Beachy Head.

Some years ago it was requested that the transport committee of Eastbourne should run such services, but in view of the fact that operators living in the town were providing what was considered to be an adequate number of vehicles, the municipality refrained from competing.

Licences for the routes in question were recently granted to a company with headquarters in another municipality, and when the facts were pointed out to the Traffic Commissioners of the area, Eastbourne was told that it had missed its opportunity in the past and must not complain at other people showing more initiative. Undue emphasis was also laid upon the fact that the Commissioners represented the Imperial Government, as distinct from local government.
