Which of the following most accurately describes the problem?

• Hauliers may soon have to pay 50p for every journey into Aberdeen city centre. Peter CArckhead, city council director of planning and strategic development, says the toll plan is "merely future thinking", but he believes it could contribute millions of pounds towards council transport spending as well as easing congestion.

Car drivers would also pay to enter the city centre: the plans will be published for public consultation in the next few weeks.

Sean Simpson, a director of Aberdeen-based haulier Shore Porters Society, says: "With diesel rates already killing the industry this would be the last thing we need."

11 Last summer David Begg, Transport Convener of City of Edinburgh Council, proposed a El charge for car drivers entering the city (CM 10-16 July).
