Which of the following most accurately describes the problem?

BY THE CASTING VOTE of the chairman, Salford Planning Committee has approved plans by UCS Containers to develop a container base on the site of a former timber yard in Liverpool Road, !dam.

The site had planning permission for storage but residents objected to use of the buildings for the maintenance and repair of containers.

The full city council has yet to consider the committee's recommendation.

Leslie Black, solicitor for USC Containers, said: "We are prepared to curtail some of our rights and not stack containers close to the road. We will also undertake not to manufacture containers."
