CM reported that Kevin Standen had been disqualified from holding an operator’s licence following a “particularly bad case” in October 2009.

At that time Western TC Sarah Bell called a Public Inquiry (PI) so that she could question him about an investigation carried out by VOSA into Standen & Sons.

Concerns had been raised about how vehicles were being maintained, the use of an unauthorised operating centre, and the use of more vehicles than the firm was licensed for. Vehicle and traffic examiners told the PI that the majority of tachograph and maintenance records requested had not been produced, despite there being a conviction in place for failing to produce these records.

Bell said there had been a failure on every level to comply with the general conditions and undertakings on the O-licence and that its requirements had been “treated with a reckless disregard”.

She concluded that the conduct of the company and the director since the granting of the licence meant they had no place in the system.
