Which of the following most accurately describes the problem?

IN a written decision, the North Western Traffic Commissioners this week decided not to grant applications as applied for by Wallace Arnold Tours Ltd., for new Continental tours starting from Preston and Liverpool, heard at an eight-day re-hearing earlier this year (CM, April 21 and 28, July 14, September 8).

They have, however, decided, by a majority, to grant certain of the proposals. Continental tours from Preston may be operated through Southend Airport, Dover and Southampton from Easter/April 1 to October 31.

Only passengers whose journey originates at Preston, or Manchester or who join at Manchester via the connecting service authorized from Liverpool, may travel on these excursions. The maximum number of six vehicles per day, includes those operated on the Liverpool feeder service which is itself limited to two a day.

Passengers are confined to those going on all-inclusive holidays abroad arranged by the licence holder.
