Which of the following most accurately describes the problem?

PRICES and Incomes Board report on road haulage charges, costs and wages includes proposals for increasing the pay of lower paid drivers_ Whilst the accepted normal working week was of 50 hours or more, the report noted a small proportion of all drivers worked little or no overtime. Higher pay for the minority of low paid drivers would be in accord with the White Paper on Prices and Incomes Policy after June 30 1967 (Com mand 3235). whereas an increase of in the statutory minimum pay as sought by the unions (and doubtless discussed at the Road Haulage Wages Council meeting on December 14) would affect all employees in the industry.

The Board therefore proposed to link guaranteed weekly earnings for a working week of, say, 45 hours with a standard working week of 41 to 40 hours. This would bring guaranteed minimum earnings outside London for the 5-10 ton and 10-15 ton class of drivers to /13 ls Id and £13 lOs Od respectively, since on the basis of the present 41hour week four hours would be paid at overtime rates. (These figures would become £13 10s 5d and £13 19s 8d respectively if the 40 hour week were adopted).
