II A York operator who was said to be unable to find time to train his drivers to carry dangerous chemicals has been ordered to pay £1,250 in fines and costs.
Peter France of Fulford admitted carrying drums of cyclo hexlamine in a vehicle without a fire extinguisher and with an untrained driver.
Prosecuting for the Health & Safety Executive, Keith King said that cyclo hexlamine was a flammable and corrosive substance that gave off toxic fumes. The drums of the chemical were being carried on behalf of Cargo Fleet Chemicals of Teesside.
France had been carrying for that company for 10 years. In 1988 he had signed an undertaking to comply with all the requirements of the Haichempak regulations, required by Cargo Fleet in pursuance of BS5750.
Cargo Fleet had indicated that France had been concerned about the cost of training his drivers.
