THOSE who have applied for a first provisional driving licence, but have suffered delay through industrial action at the Swansea Driver and Vehicle. Licensing Centre are now allowed to drive thanks to Regulations which have just been laid before Parliament.

The Motor Vehicles (Entitlement to Drive) Regulations 1981 came into force on August 4, and from that date anyone whose application and fee has been received at Swansea can drive without a licence (provided they are old enough, medically fit and not disqualified). New applicants are advised to keep a record of their applications.

Separate Regulations will also allow the independent Licensing Authorities to issue Heavy Goods Vehicle licences where applicants cannot produce an ordinary licence for inspection because of delays at Swansea. This is a permanent amendment to the hgv driving Regulations.

The Regulations give LAs the discretion to issue an hgv licence on the basis of a declaration by the applicant of his entitlement to drive, and this will be used to help those awaiting renewal of ordinary licences.
