Which of the following most accurately describes the problem?

LITTLE surprise has been caused in J--4 road transport circles by at least three of the appointments to full-time membership of the British Transport Commission.

Sir Cyril Hurcomb, who has been appointed chairman, is secretary of the Ministry of Transport, and was heavily "backed " for a " place" with the Commission. He is also chairman of the Electricity Commission.

Sir Cyril started his career as a civil servant with the G.P.O. During the 1914-18 war he was Director of Commercial Services at the Ministry of Shipping, and from 1927-37 he was'permanent secretary to the Ministry of Transport. In 1939 he became DirectorGeneral of the Ministry of Shipping and later of the Ministry of War Transport. He is 64 years of age.

Varied Experience The four full-time members of the Commission are Lord Ashfield, chairman, of London Transport; Mr. John Benstead, general secretary of the National Union of Railwaymen; Lord Rusholme, a leading Co-operator; and Sir William Wood, of railway fame.

Lord Ashfield, who is now 72 years of age, was manager of the transport system of Detroit, U.S.A., before he was 21.

Mr. Benstead, who is 50, is the youngest member of the Commission. When "The Commercial Motor" asked him, some weeks ago, to comment on a rumour that he had been offered a seat on the Commission, he denied it.

Lord Rusholme is, at 57, joint secretary of the National Council of Labour and president of the.National Co-opera tive Alliance He has been general secretary of. the Co-operative Union, Ltd., since 1929.

Sir William Wood, 64, who has been president of the executive committee of the L.M.S. Railway Co. since 1941, was president of the Institute of Transport from 1943-44.

Mr. H. Strauss's recent assertion, in the House of Commons, that the Government had already committed itself to the appointment of Lord Latham to the Commission, is thus disproved.

Headquarters of the Commission will be at 55, Broadway, London, S.W.1, " home " of the London Passenger Transport Board. It is not yet known when the Commission will begin to operate.
