Which of the following most accurately describes the problem?

A NEW Transport Bill is to be presented to the Commons as soon after the resumption of Parliament as possible, Transport Parliamentary Secretary Kenneth Clarke told CM last week.

And the Bill will contain the details of the sales of shares in the National Freight Corporation and the future of bus licensing.

"The National Freight Corporation unions are opposed to the plans for the Corporation but I hope that.when we get down to details they will realise that we are bending over backwards to accommodate them," said Mr Clarke.

He added that the move was not a blind ideological one. NFC's employees would find it advantageous because of the share purchase schemes under consideration.

Mr Clarke said that the sale would give the NFC the freedom that it needed. "Only the nationalised industries have to come to the Government to get their plans approved," he said.

He also said that during the present round of cuts in Government expenditure, the Department of Transport would be trying to make sure that the road programme was not singled out for cuts and that they would not be made at the expense of the construction industry.
