The report. prepared by Mr Ronald Williams, director of Transportation and Basic Services, has been considered by the policy and finance committee and now goes forward to the city council.

Mr Williams, who next April becomes county engineer for the new Merseyside County Council, says heavy lorries delivering goods to warehouses and shops in Liverpool city centre are causing congestion, danger and damage. Under his proposals. broadly, heavy vehicles would be:— El RESTRICTED to the Liverpool Outer Ring Road, M57, and its extension to meet the Speke /Runcorn road, and also its extension down to Seaforth Docks, and; 0 RESTRICTED to M53 on Wirral, the two tunnels, a section of the proposed Liverpool Inner Motorway and Islington radial motorway, and M62.

"They would be allowed to penetrate as far as Liverpool Airport area where it is envisaged there would be a guarded lorry park and beyond that, via the Garston by-pass. as far as the Freightliner terminal,said Mr Williams. The lorries would also, he says, have to be allowed to move along the Dock Road from the Mersey Tunnel..

The 1973 Heavy Commercial Vehicles (Controls and Regulations) Act says that local councils should specify special routes for heavy vehicles over 3 tons by next April in a report, and bring them into force by January 1977.
