Which of the following most accurately describes the problem?

Education Authority were criticized by the Licensing Authority, Mr. J. A. T. Hanlon, for not sending a representative to give evidence on an application by Mr. W. Henning, of Bishop Middleham, for a B licence to carry school meals. Mr. Hanlon said he had arranged the sitting at Durham for the convenience of the education authority, and if the department could not be bothered to attend they could not be bothered about the transporter carrying school meals. Mr. Henning's application was refused, and a short-term licence for him to carry on the work was also withdrawn.

Mr. D. Grierson, who opposed the application, said he had a licence for similar work, and a vehicle which was doing nothing. It was stated that the education authority had been carrying out the transport of meals itself, but recently decided to award the contract to Mr. Henning.

Mr. Henning said he got the contract only two weeks before he submitted his application to the Licensing Authority and Mr. Hanlon pointed out that six to eight weeks' notice was required. Mr. Hanlon said he was riot levelling any criticism at Mr. Henning himself.
